SUMMARY:Community meeting on Gavilan College trustee elections
DESCRIPTION:At the meetings\, Dr. Jeanne Gobalet will present three draft district maps depicting potential district configurations that meet the requirements of state and federal law. Community members will learn about the criteria used by the consultants to create the draft Trustee area maps\, and provide feedback for the district about the community’s priorities and preferences. Dr. Gobalet\, will receive the public’s input\, consider revisions to the existing maps or the development of additional maps\, and report her findings to the Board at a subsequent meeting. The community’s input will then be used to create final maps that will be presented to the board at two Public Forums.\n \nWHEN and WHERE:\n \nThree community meetings have been scheduled\, one in each of the major communities served by the Gavilan Joint Community College District:\n \n·      Morgan Hill\, Wednesday\, July 29 at 6pm\nRoom 10 – Morgan Hill Community and Cultural Center\n17060 Monterey Road\, Morgan Hill\, 95037\n \n·      Hollister\, Saturday\, August 1 at 10:30 a.m.\nBriggs Building\n365 Fourth St\, Hollister\, 95023\n \n·      Gilroy– Tuesday\, August 4 at 6 pm\nNorth Lounge\, Student Center\, Gilroy campus\n5055 Santa Teresa Blvd.\, Gilroy\n \n \nBACKGROUND:\n \nThe District currently elects its governing Board members through “at-large” voting.  This means that all of the voters in the District can vote on any of the candidates on the ballot regardless of where the voter resides. The candidates\, however\, must reside within one of three trustee areas although they are voted upon by all of the voters in the district.  Since the founding of the district\, three trustees have been from San Benito county\, and two each from the communities from Gilroy and Morgan Hill.\n \nAt the April 2015 meeting meeting of the Gavilan College Board of Trustees\, the board took action to amend Board Policy 2100 and to state its intention to transition to a system of by-trustee area elections in time for the Governing Board’s November 2016 election. The policy change will create seven distinct geographic districts\, each represented by a single trustee\, who is elected by the voters of that voting district rather than the entire college district.\n \nIn order to change to the by-trustee area election methodology\, the Board through its attorneys has retained a demographer\, Dr. Jeanne Gobalet of Lapkoff & Gobalet\, Demographic Researchers Inc.\, who has prepared draft maps showing how trustee areas may be configured for purposes of implementing the by-trustee area election methodology.  Dr. Gobalet’s full “Demographer’s Report on Draft Trustee Area Plans\, for Gavilan Community College District”\, can be accessed at: http://gavilan.edu/board/agenda.php\n \nThe criteria for drawing the district maps include the constitutional and statutory requirements for one-person one-vote\, demographic distribution\, communities of interest. The reason for the change was explained in the cover sheet for the agenda item in the materials packet for the Board of Trustees:  “According to the California Voting Rights Act of 2001 (Elections Code § 14025 et seq.\, the “Act”)\, if an at-large election methodology impairs the ability of a protected class to elect candidates of its choice or its ability to influence the outcome of an election that methodology can be challenged in court\, and a public entity\, such as the District\, can be required to change to an election methodology where trustees are elected by only the voters of the area in which they reside.  By transitioning to the “by-trustee” area election methodology\, the Board can preclude the significant financial consequences associated with CVRA litigation.”\n \nEach map has a page summarizing the relevant demographic information.  The summary includes information regarding the total population of each of the proposed trustee areas contained in the draft map along with information as to the demographic make-up of that trustee area\, the voting age population in each proposed area\, and information regarding the estimated Citizen Voting Age Population (“CVAP”) for each proposed trustee area based on the most recent release of the American Community Survey (2009-2013). \n \nHOW:\nThe community meetings will be open to the public\, and Spanish translation services will be provided. Community members needing an accommodation in order to participate in the meetings should call the Office of the President at 408-848-4724 at least 48 hours in advance of the meeting they would like to attend.\n \n###\n

SUMMARY:Art Exhibit Reception: Art 107 - SBHS Advanced Art Students
DESCRIPTION:Exhibit of artworks from Advanced Placement (AP) Studio Art Students of San Benito High School (SBHS):\nIn 2001\, teacher John W. Robrock\, MFA initiated the AP Studio Art program at SBHS. AP in Studio Art is not like other AP subjects\, where students take a written exam to test that they have mastered the subject at a college level. In May\, AP students must submit a digital portfolio of 24 artworks\, including five of the original artworks\, demonstrating a breadth of media\, technique and subjects. The portfolios are graded 0 to 5 by college professors. From 2003-2014\, more than 130 of Robrock’s students have completed portfolios and all but a handful earned scores of 3 to 5. Colleges award college credits according to the AP scores\, for example at UC Santa Cruz\, a score of 5 would be awarded 8 credits\, thus saving students thousands of dollars in tuition costs.

SUMMARY:Youth Rally
DESCRIPTION:The Youth Rally-Hollister is for ALL Youth in San Benito County. \n  \nMission: To create fun and engaging activities throughout the year that will install values\, community connections and leadership opportunities for the youth of San Benito County. \n  \nVision: That the residents of San Benito County would rise up and meet the needs of all youth in our community by providing free activities throughout the year\, on a monthly or quarterly basis\, for youth who may not be able to afford them. In doing so\, adults would mentor youth and provide them with positive role which would  encourage them in their physical\, emotional\, mental and spiritual well-being. \n  \nOur goal is to make this a FREE event and in order to make this happen we need community volunteers to organize and resource their contacts to donate time\, raffle items\, games\, activities\, and more. I am currently working on setting up an account the Community Foundation for tax deductible donations to be accepted. \n  \nHow this came about: \nAfter the stabbing death Andres Guzman\, a local Hollister teen\, there was much public outcry and the community shouted ENOUGH! \nThe local Neighborhood Watch page on Facebook was blowing up with comments about ENOUGH being ENOUGH. \nMany people provided input on the fact that there is little for youth to do in our community that is affordable to the low-income population. Youth need to have positive reinforcement and a sense of belonging. Without that they put themselves at risk of being lured into gangs in order to feel they are part of a family. Years ago the community held an annual Teen Rally. \nAfter the downturn in the economy many of the agencies involved no longer had the funding or the manpower to continue organizing the event. The last Teen Rally was held in May 2006. After reading all of the comments\, I stated that I was involved with the Teen Rally Committee back then and\, if the community was willing to step up to the plate\, I would be willing to take the lead to help revive the Teen Rally. \nA Teen Rally Brainstorming meeting was held on Saturday\, August 24\, 2013. At that meeting those in attendance came up with ideas on what types of activities should be included\, who could be contacted and what date the event should be held. \nYouth in attendance decided they wanted this event to be open to youth of all ages and not just teens. This way\, the older youth could mentor the younger youth. Ideas consisted of: Dance competitions\, Battle of the Bands\, Art Wall\, Poetry Slam\, Tie Dye Station\, Craft/Recycling Art Table\, Sports Challenges\, 3on3 Basketball\, Pick-up Volleyball\, Laser Tag\, Dunk Tank\, 50 foot Ice Cream Sundae\, Treasure Chest (Free Flea Market) and much more. \nOur goal is to make this a FREE event and in order to make this happen we need community volunteers to organize and resource their contacts to donate time\, raffle items\, games\, activities\, and more. \nLike us on Facebook: www.facebook.com/youthrally-hollister
