SUMMARY:San Benito County Conservation Plan AdHoc Committee Meeting
DESCRIPTION:Monday May 3\, 2021 at 4 p.m \nSan Benito County\, along with the U.S. Fish & Wildlife Service and California Department of Fish & Wildlife has initiated the process of planning and developing a county-wide Habitat Conservation Plan (HCP) and Natural Community Conservation Plan (NCCP) called the San Benito County Conservation Plan (SBCCP). The San Benito County 2035 General Plan includes a policy identified under NCR-A: Habitat Conservation Plan; “The County shall consider working with the state and federal agencies to prepare and adopt a Habitat Conservation Plan (HCP) for listed and candidate species in San Benito County.” \n  \nThe SBC Board of Supervisors adopted Ordinance 541 on August 1\, 1988 establishing a habitat conservation plan study area and setting interim mitigation fees. Since 1988\, the County has been collecting fees from Ordinance 541 in preparation for an HCP and now\, between fees already collected\, and additional funding anticipated from a federal grant (pending)\, County staff is able to begin work to implement Ordinance 541 and the 2035 General Plan. On February 23\, 2021\, the Board of Supervisors gave RMA planning formal approval to proceed with the Section 6 grant submission. \nCounty residents can expect to see that this effort is value added to the whole community. There are many benefits for having HCP/NCCP’s in place\, including: \n\nStreamlined endangered species permitting process for projects\nProvides necessary agency permits\nIncrease in local control\nImproved mitigation and conservation outcomes for listed and sensitive species\nCreates new open space\nCreates new recreation\nProtects watersheds\nProtects viewsheds\nImplements local policies\nMitigates takings that will prevent new species listings\nProtects species against the effects of climate change\nThe County and residents become eligible for HCP Land Acquisition Program\nAttracts new money for conservation\n\n  \nAs part of the County’s planning and development for the San Benito County Conservation Plan there will be extensive public and stakeholder outreach to ensure that residents and stakeholders\, including agricultural stakeholders\, have multiple opportunities to provide input and help shape the plan. The County expect to find out in June whether it will be awarded grant funds to be able to start work on this effort. \n  \nAt this time\, County staff would like to introduce the San Benito County Conservation Plan\, and let you know that we will be coming back later this year\, if we are awarded federal funding\, to provide more detailed information. We look forward to hearing your thoughts\, interests\, and concerns. The County will also be updating our website later this week for stakeholders to stay up to date on the process at this link.  The County has formed an ADHOC Committee and will post scheduled meetings on the website for all interested to attend (including limited in-person attendance\, per current Covid-19 guidelines). The first meeting is scheduled for Monday May 3\, 2021 at 4 p.m. The purpose of the ADHOC Committee is to educate the local community on the benefits of pursuing the SBCCP and providing a means for members of the community to take part in the planning process. \n

SUMMARY:John Smith Road Landfill Expansion - Environmental Impact Report Virtual Public Scoping Meeting
DESCRIPTION:The San Benito County Resource Management Agency will host two virtual meetings to present the proposed John Smith Road Landfill Expansion project and seek input from the community and interested public agencies.\nEnvironmental Impact Report Public Scoping Meetings\nMarch 10\, 2021 – 2:00 p.m.\nMarch 11\, 2021 – 6:00 p.m.\nPROJECT LOCATION\nThe proposed project site is located at the John Smith Road Landfill (JSRL)\, 2650 John Smith Road\, approximately 2 miles directly east of the City of Hollister.\nPROJECT DESCRIPTION\nWaste Connections\, through the project applicant Waste Solutions of San Benito\, LLC\, is proposing an expansion of the landfill. The proposed project includes a 388.05-acre expansion of the existing 95.16-acre JSRL. This expansion would increase the landfill’s disposal capacity and operating life span\, increase the maximum permitted height of the final landfill\, and increase the maximum permitted daily tonnage accepted at the JRSL from the current 1\,000 tons per day (tpd) to 2\,300 tpd.\nTo accommodate these changes\, several operational changes are also being proposed. These include expanding the landfill entrance area to accommodate additional daily vehicle arrivals and reduce vehicle queuing on John Smith Road\, expanding areas for recycling and the County’s Household Hazardous Waste program\, establishing an area for the future installation of a gas-to-energy facility\, and clean closing the current Class I area owned by the City of Hollister and converting it to a disposal area for Class III waste. Additionally\, the proposed project would potentially include the use of a portion of the San Benito County property located south of John Smith Road for habitat mitigation purposes.\nWHERE TO GET ADDITIONAL INFORMATION\nThe Notice of Preparation of the Environmental Impact Report (EIR)\, containing instructions for participating in the virtual meetings and additional information about the project and potential environmental impacts\, is available at the following website:\nhttps://www.cosb.us/home/showpublisheddocument?id=6574\nVIRTUAL MEETING DETAILS\nJoin Zoom Meeting\nhttps://zoom.us/j/98161618293…\nMeeting ID: 981 6161 8293\nPasscode: 457359\nOne tap mobile +16699006833\,\,98161618293# US (San Jose) +14086380968\,\,98161618293# US (San Jose)\nDial by your location +1 669 900 6833 +1 408 638 0968 +1 346 248 7799 +1 253 215 8782 +1 301 715 8592 +1 312 626 6799\nUS (San Jose)\nUS (San Jose)\nUS (Houston)\nUS (Tacoma)\nUS (Washington DC) US (Chicago)\n+1 646 876 9923 US (New York)\nMeeting ID: 981 6161 8293\nFind your local number: https://zoom.us/u/abIWP0nelx\nWRITTEN COMMENTS\nWritten comments can be submitted to:\nSan Benito County Planning and Land Use Division\n2301 Technology Parkway\nHollister\, CA 95023-9174\nAttention: Stan Ketchum\nEmail: SKetchum@cosb.us\nComments to be considered in the preparation of the EIR must be received by March 23\, 2021.
