More than a year after the City Council contracted for environmental study services, a 219-unit residential project is moving forward as Hollister on Dec. 23 issued a notice of preparation seeking community input on the scope of the project’s environmental studies. 

The 30-day public comment period for the project known as Meridian Village, located on 12.75 acres at the corner of Meridian Street and Hwy 25, ends at 5 p.m. on Feb. 6.

The review will serve as the “environmental document for responsible and trustee agencies when considering any discretionary approvals or permits related to the proposed project,” Hollister city’s notice of preparation states. 

It adds the study will analyze potential environmental impacts, and that the city has identified transportation and circulation as the impact that is most likely to occur. 

According to the notice, the project is proposed by Colette Fahmy and consists of 129 condominiums and 90 apartments. 

The apartments are spread evenly across five buildings and the site would include a 16,170-square-foot recreation center and private park area.

The condominium buildings would range between three and six units per building.

The project proposes two access points with the primary one located off Meridian Street connecting with Vintage Way, and the second connecting to Athena Way. Vintage Way would become a private street 40 feet into the project.

The residential project will provide 665 parking spaces.

According to the notice, a 2006 project previously proposed 120 condominiums and 250,000 square feet for commercial use on a larger area than the current project.

The City Council approved a contract with EMC Planning Group in August 2024 for up to $91,692 to conduct the environmental study. 

According to the Aug. 6, 2024, meeting council agenda packet, EMC proposed to complete the environmental process by the end of 2024.

BenitoLink reached out to the city’s Planning Department for comment on the delay and was referred to the City Manager’s office. Interim city manager Jim Pia said he would look into the matter.
