Global outrage against Dr. Walter J. Palmer, the American dentist who lured, killed and beheaded the beloved lion, Cecil, in Zimbabwe, has spurred a renewed interest in protecting endangered wildlife in Africa and beyond. And one senseless act of brutality deserves a rational form of jurisprudence.

But can justice prevail in Zimbabwe?

Robert Mugabe has ruled the country since 1980, solidifying his power through fear and intimidation, while stripping the soil of its resources and the people of their freedom. His portrait hangs in courtrooms, a symbol of his omniscience that wields control over gavels held by judges.

Mr. Mugabe’s regime may extend beyond his death. Last year, some officials in his administration were purged, perhaps making room for his spendthrift wife, Grace, to succeed him. 

Holding Dr. Palmer accountable for his actions is justifiable, but extraditing him to a country where ossified institutions persist under a tyrant is indefensible.
