The Coalition of Homeless Services Providers (CHSP), acting in its role as the Continuum of Care’s Administrative Entity, issued a Request for Local Proposals (RFLP) for Round 4 of the Homeless Housing, Assistance and Prevention (HHAP) Program.
HHAP is a State of California block grant program designed to provide jurisdictions and Continuums of Care with one-time grant funds to support regional coordination and expand or develop local capacity to address their immediate homelessness challenges. The Continuum of Care is conducting its local competition for HHAP Round 4. Projects must be dedicated to serving individuals and families who meet the U.S. Department of Housing and Urban Development’s definition of homelessness. Prevention funds are not available in this round.
Eligible Activities to Be Funded for HHAP 4
- Rapid Rehousing, across both counties including rental subsidies and incentives to landlords, such as security deposits and holding fees.
- Operating Subsidies in new and existing supportive housing units. Operating subsidies may include operating reserves.
- Permanent Housing and innovative housing solutions around the CoC region, with an emphasis on service deserts.
- Interim Sheltering, limited to newly developed clinically enhanced congregate shelters, new or existing non-congregate shelters, and operations of existing navigation centers and shelters.
- Shelter Improvements to existing emergency shelters to lower barriers and increase privacy.

A mandatory pre-proposal Bidders Conference will be conducted at 1:00 PM Pacific Time on February 15, 2024, virtually via Zoom for all interested applicants. Organizations that do not attend the mandatory pre-proposal Bidders Conference will not be considered for funding.
