Update on Transportation Planning in the San Benito Region

Draft long-range regional transportation plan now available for comment. Meetings allowing public comment are scheduled for January.

On Dec. 4, the Council of San Benito County Governments released its Draft 2040 Regional Transportation Plan (RTP). The RTP is updated every four years and serves as a long-range plan to prioritize and guide investments that will improve San Benito’s transportation system now and into the future. The plan is now available for review and comments can be submitted at public meetings on regional transportation scheduled for January. (See below.)

The major focus of the 2040 Draft RTP is to improve mobility on the regional highway system and the local roadway network as well as improvements to public transit and the active transportation network of bike lanes. The Draft RTP identifies a list of transportation projects and programs that are expected to be funded over the next 22 years.

Transportation projects in the San Benito region are funded through a variety of federal, state, regional and local sources based on mandated formulas. The RTP identifies funding insufficiencies as one of the biggest challenges facing the San Benito region over the long term, which affects its ability to implement transportation projects, which can lead to ongoing congestion.

Managing traffic congestion will take time and a phased approach to transportation improvements focusing on the links and relationships between the regional transportation system and commercial and residential land uses. Land use planning and transportation options impact how people travel within the San Benito region; the RTP demonstrates how integrating the two will have a key role in shaping the region and in delivering social, economic, and environmental sustainability.

The 2040 Draft RTP and corresponding Environmental Impact Report are now available for public comment. These documents are available online at the Council of Governments website. The RTP is also available in person for public viewing at the San Benito County Library, San Juan Bautista Library, Gavilan College in Hollister, San Benito County Administration Building (481 4th St.), and in the COG office located at 330 Tres Pinos Road, C7, Hollister, CA 95023. The public comment period for both documents will conclude on Feb. 5, 2018. The Council of Governments produced the 2040 Draft RTP through collaboration with local, regional, state and federal transportation partners, as well as public input from stakeholder groups.

Council of San Benito County Governments - COG

The Council of Governments was formed in 1973 by the Cities of Hollister and San Juan Bautista and the County of San Benito for the purpose of forming consensus on regional transportation issues facing San Benito County. The Council continues this coordination today by providing a public forum for discussion at its monthly meetings.
